This report examines the top three challenges impeding technology adoption in local councils across the United Kingdom, focusing on outdated IT systems, digital transformation hurdles, and cybersecurity vulnerabilities. Local councils play a vital role in providing public services, yet many remain hampered by inefficient technology infrastructures, restrictive budgets, and skills shortages. Outdated systems limit councils' ability to modernise operations, while insufficient funding and expertise slow digital transformation efforts. Meanwhile, rising cybersecurity threats exploit these vulnerabilities, raising concerns about the protection of citizen data. Addressing these obstacles requires a strategic approach, encompassing substantial investment in modern technology, a focus on upskilling council employees, and enhanced cybersecurity protocols to create a secure and efficient digital framework for public service delivery.
